Light poles have a small, removable cover that provides access to the internal wiring. Standard covers are designed for code compliance, not security — any thief with a screwdriver, wrench, or hammer can remove one in under a minute and walk off with the copper wire inside.
The EMT Flat Hand Hole Lock is the go-to security cover for most streetlight, parking lot, and area lighting poles. Available in rectangular and obround shapes, the steel plate seats flush against flat-opening poles, the internal bracket locks it from the inside, and the integrated puck lock buries the bolt completely — no exposed hardware, nothing to grip or cut.

Why Copper Thieves Target Light Poles
Standard hand hole covers are designed for code compliance, not security. Any thief with a screwdriver, wrench, or hammer can remove one in under a minute. The EMT Flat Hand Hole Lock replaces that weak point with a steel security cover built for flat-opening hand hole openings on light poles — the most common hand hole configuration on streetlight, parking lot, and area lighting poles. A single theft incident can run $1,000–$2,000+ to repair. EMT locking hand hole covers stop that.
How It Works
An internal backing bracket slides into the pole opening. A single grade-8 zinc-plated bolt draws it tight against the inside wall. Integrated slide stops on the back of the cover plate prevent rotation once installed, and the integrated puck lock conceals the bolt head inside a shrouded steel housing — no exposed hardware, no pry points.

How to Measure Your Hand Hole
You need two measurements. Both take less than two minutes with a tape measure.
Measure the widest width and tallest height of the hand hole opening across the outside edge of the frame. This is your SKU match — find this number in the External Dimension column in the table above.

External Width

External Height
Measure the narrowest width and shortest height of the opening, measuring inside the frame. Include any welds, lips, or obstructions. The internal bracket must fit through this space during installation.

Frequently Asked Questions
What is a hand hole lock and why do I need one?
A hand hole is the small access opening near the base of a light pole used by electricians to connect wiring. Standard covers are typically thin metal and secured with a single exposed bolt — meaning anyone with a basic wrench and/or hammer can remove it and access the copper wire inside. A hand hole lock, therefore, replaces that standard cover with a security cover that conceals the bolt behind a puck lock, eliminating easy access for thieves.
Will this fit my light pole?
The flat locking hand hole cover is designed specifically for light poles with flat (non-curved) hand hole openings. To find your correct SKU, use the specification table above to match your external and internal hand hole dimensions. If your size isn’t listed, custom fabrication is available. Still unsure? Call us at 480.745.3999 — we’ll confirm fit before you order.
What is the difference between the Standard and Heavy-Duty hand hole lock versions?
The Standard model uses a single-bolt and internal-bracket system with a standard 1/8″ thick steel plate — ideal for most commercial and municipal applications. The Heavy-Duty model, on the other hand, steps up to a thicker 1/4″ steel plate, reinforced bracket, and larger hardware for high-risk or high-vandalism environments. If your location has experienced repeat theft attempts or aggressive tampering, the HD version offers additional resistance.
How difficult is installation?
Installation is straightforward and typically takes under 10 minutes, with no special tools required. First, the internal bracket slides through the hand hole opening. Next, the center bolt tightens it against the inside wall of the pole. Finally, the puck lock drops over the bolt head to lock everything in place. Full instructions ship with every order.
Can I key multiple locks to the same key?
Yes — keyed alike options are available, allowing you to use a single key across multiple locks on the same property or across an entire fleet of poles. Simply contact EMT when ordering to request keyed alike configuration.
What if a thief tries to cut the lock?
The puck lock sits inside a shrouded steel body that blocks access to the shackle by bolt cutters. As a result, this design significantly increases the time and effort a thief needs to defeat the lock, which serves as the primary deterrent. While no lock offers absolute protection, the goal is to make your poles a harder target than unprotected alternatives nearby so thieves move on to the next location.
How long will the lock last outdoors?
Heavy-duty steel construction, combined with a powder-coated finish, effectively resists rust, corrosion, and UV exposure. Additionally, every unit carries a Limited Lifetime Warranty against manufacturing defects. For best long-term performance, annual inspection as part of routine pole maintenance is recommended.
What is the lead time for standard in-stock sizes?
Most standard SKUs ship within 1 business day from our Phoenix, AZ facility. Custom sizes, however, require approximately 6–8 weeks from the time of order confirmation.
Who makes this product?
End Metal Theft manufactures the flat hand hole lock at its facility in Phoenix, AZ. EMT specializes in theft-prevention products for commercial and municipal electrical infrastructure — designed by tradespeople and built for the field.
The Flat Hand Hole Lock is engineered for flat-opening hand holes on steel and aggregate light poles. If your pole has a flat surface around the hand hole opening — not a curved or round body — this is the correct product family. Below are the most common pole types and environments where this lock is used.
Pole Types
- Steel light poles — Round, square, or tapered steel poles with flat hand hole openings
- Aggregate / concrete poles — Spun concrete poles with flat-faced hand hole cutouts (extra-long mounting bolts included to accommodate wall thickness)
- Fiberglass poles — Compatible where hand hole opening dimensions match and pole wall allows bracket engagement
Lighting Applications
- Streetlights and roadway lighting
- Parking lot and area lighting poles
- Sports field and athletic facility lighting standards
- Campus, university, and healthcare facility exterior lighting
- Retail center and commercial property perimeter lighting
- Industrial and warehouse yard lighting
Infrastructure & Municipal Applications

Not the Right Fit?
If your pole has a curved or round body at the hand hole opening, you need the Curved Hand Hole Lock instead. If you need to secure a full hand hole enclosure rather than just the cover, see the Light Pole Vault. Not sure which product fits your application? Call us at 480.745.3999 or request a quote and we’ll point you to the right solution.
The Flat Hand Hole Lock installs in minutes with tools you already have on the truck. No drilling, no welding, no specialty equipment required.
What’s Included
- Steel locking cover plate (powder-coated)
- Oversized internal backing bracket
- Extra-long grade-8, zinc-plated center bolt
- Integrated EMT puck lock with 2 keys
Tools Required
- Screwdriver, drill (optional), socket wrench, or adjustable wrench
- Puck lock key (included)
Installation Steps
- Remove the existing cover. Unscrew and remove your current hand hole cover and hardware.
- Attach the bracket to the cover plate. Insert the center bolt through the cover plate and get the thread started on the internal backing bracket. Note: the bracket threads onto the bolt from the small side — not the larger opening. Installing the bracket backwards will pop the PEM nut loose.
- Work the assembly into the opening. With the cover plate and bracket connected via the bolt, maneuver the bracket through the hand hole opening into the inside of the pole.
- Seat and tighten. Hold the cover plate flush against the pole exterior and tighten the bolt until the bracket pulls tight against the inside wall of the pole, holding the cover securely in place. Do not overtighten — firm and flush is the target.
- Engage the puck lock. Drop the puck lock over the bolt head and secure it with the included key. The bolt head is now fully concealed.
Important Notes
- Confirm fit before installing. Verify the cover seats flush against the pole exterior with no gaps before fully tightening. If it doesn’t seat properly, stop and call us at 480.745.3999 before proceeding.
- Flat poles only. If your pole has a curved or round body at the hand hole opening, order the Curved Hand Hole Lock instead.
- Concrete and aggregate poles. The extra-long bolt accommodates thicker pole walls — no modification or additional hardware needed.
- Keyed alike installs. Verify all locks share the same key code before deploying across your site.
