Light poles have a small, removable cover that provides access to the internal wiring. In high-theft and high-vandalism environments, standard protection isn’t enough — thieves who’ve defeated a standard cover before will try again.
The EMT Heavy Duty Hand Hole Lock is the step-up security cover for flat-opening light poles where repeat theft and aggressive tampering are a real concern. At 1/4″ thick steel — double the standard version — with a reinforced bracket and larger 3/8″ stainless-steel bolt, the steel plate seats flush against flat-opening poles, the internal bracket locks it from the inside, and the integrated puck lock buries the bolt completely — no exposed hardware, nothing to grip or cut.

Why Copper Thieves Target Light Poles
Standard hand hole covers are designed for code compliance, not security. Any thief with a wrench can remove one in under a minute. In high-theft and high-vandalism locations, even a standard hand hole lock may not be enough — thieves who’ve defeated one before will try again. The EMT Heavy Duty Hand Hole Lock was built specifically for those locations, with 1/4″ thick steel, a reinforced bracket, and a larger 3/8″ bolt that significantly raises the bar on forced entry. A single theft incident can run $1,000–$2,000+ to repair. One lock stops that.
How It Works
An internal backing bracket slides into the pole opening. A single 3/8″ stainless-steel bolt draws it tight against the inside wall. Integrated slide stops on the back of the cover plate prevent rotation once installed, and the integrated puck lock conceals the bolt head inside a shrouded steel housing — no exposed hardware, no pry points.

How to Measure Your Hand Hole
You need two measurements. Both take less than two minutes with a tape measure.
Measure the widest width and tallest height of the hand hole opening across the outside edge of the frame. This is your SKU match — find this number in the External Dimension column in the table above.

External Width

External Height
Measure the narrowest width and shortest height of the opening, measuring inside the frame. Include any welds, lips, or obstructions. The internal bracket must fit through this space during installation.

Important note for obround openings: If your hand hole has rounded corners, measurements alone may not guarantee a perfect fit. For best results, send your existing cover with hardware to 1745 W Deer Valley Rd, Suite 110, Phoenix, AZ 85027 or email photos and measurements to info@endmetaltheft.com before ordering.

What is an HD hand hole lock and why do I need one?
A hand hole is the small access opening near the base of a light pole used by electricians to connect wiring. Standard covers are typically thin metal and secured with a single exposed bolt — meaning anyone with a basic wrench and/or hammer can remove it and access the copper wire inside. An HD hand hole lock replaces that standard cover with a 1/4″ thick steel security cover that conceals the bolt behind a puck lock, providing maximum resistance against aggressive tampering and repeat theft attempts.
What makes the HD hand hole lock different from the Standard version?
The HD hand hole lock steps up to a 1/4″ thick steel plate — double the thickness of the Standard’s 1/8″ plate — combined with a reinforced bracket and larger 3/8″ stainless-steel bolt. This makes it significantly more resistant to aggressive tampering, pry attacks, and repeated theft attempts. If your location has experienced repeat incidents or you’re securing high-value infrastructure, the HD version is the right choice.
Will this HD hand hole lock fit my light pole?
The Heavy Duty flat locking hand hole cover is designed specifically for light poles with flat (non-curved) hand hole openings. To find your correct SKU, use the specification table above to match your external and internal hand hole dimensions. If your size isn’t listed, custom fabrication is available. Still unsure? Call us at 480.745.3999 — we’ll confirm fit before you order.
How difficult is installation?
Installation is straightforward and typically takes under 10 minutes, with no special tools required. First, the internal bracket slides through the hand hole opening. Next, the 3/8″ center bolt tightens it against the inside wall of the pole. Finally, the puck lock drops over the bolt head to lock everything in place. Full instructions ship with every order.
Can I key multiple HD hand hole locks to the same key?
Yes — keyed alike options are available, allowing you to use a single key across multiple locks on the same property or across an entire fleet of poles. Simply contact EMT when ordering to request keyed alike configuration.
What if a thief tries to cut the lock?
The puck lock sits inside a shrouded steel body that blocks access to the shackle by bolt cutters. The 1/4″ thick plate and reinforced bracket additionally resist pry attacks more aggressively than the Standard version. While no lock offers absolute protection, the goal is to make your poles a harder target than unprotected alternatives nearby so thieves move on.
How long will the HD hand hole lock last outdoors?
Heavy-duty steel construction, combined with a powder-coated finish, effectively resists rust, corrosion, and UV exposure. Additionally, every unit carries a Limited Lifetime Warranty against manufacturing defects. For best long-term performance, annual inspection as part of routine pole maintenance is recommended.
What is the lead time for standard in-stock sizes?
Most standard SKUs ship within 1 business day from our Phoenix, AZ facility. Custom sizes, however, require approximately 6–8 weeks from the time of order confirmation.

Pole Types
- Steel light poles — Round, square, or tapered with flat hand hole openings
- Aggregate/concrete poles — Flat-faced hand hole cutouts (extra-long bolt included for thicker walls)
- Fiberglass poles — Compatible where opening dimensions match, and the pole wall allows bracket engagement
Common Environments

Not the Right Fit?
If your pole has a curved or round body, see the Curved Hand Hole Lock HD. For maximum enclosure security, see the Light Pole Vault. If your location doesn’t require heavy-duty protection, the Standard Flat Hand Hole Lock covers most applications at a lower price point. Not sure? Call 480.745.3999 or request a quote.
The Heavy Duty Hand Hole Lock installs in minutes with tools you already have on the truck. No drilling, no welding, no specialty equipment required.
What’s Included
- Heavy-duty steel locking cover plate (1/4″ thick, powder-coated)
- Oversized reinforced internal backing bracket
- Extra-long 3/8″ stainless-steel center bolt
- Integrated EMT puck lock with 2 keys
Tools Required
- Screwdriver, drill (optional), socket wrench, or adjustable wrench
- Puck lock key (included)
Installation Steps
- Remove the existing cover. Unscrew and remove your current hand hole cover and hardware.
- Attach the bracket to the cover plate. Insert the 3/8″ center bolt through the cover plate and get the thread started on the reinforced internal backing bracket. Note: the bracket threads onto the bolt from the small side — not the larger opening. Installing the bracket backwards will pop the PEM nut loose.
- Work the assembly into the opening. With the cover plate and bracket connected via the bolt, maneuver the bracket through the hand hole opening into the inside of the pole.
- Seat and tighten. Hold the cover plate flush against the pole exterior and tighten the bolt until the bracket pulls tight against the inside wall of the pole, holding the cover securely in place. Do not overtighten — firm and flush is the target.
- Engage the puck lock. Drop the puck lock over the bolt head and secure it with the included key. The bolt head is now fully concealed.
Important Notes
- Confirm fit before installing. Verify the cover seats flush against the pole exterior with no gaps before fully tightening. If it doesn’t seat properly, stop and call us at 480.745.3999 before proceeding.
- Flat poles only. If your pole has a curved or round body at the hand hole opening, order the Curved Hand Hole Lock HD instead.
- Concrete and aggregate poles. The extra-long 3/8″ bolt accommodates thicker pole walls — no modification or additional hardware needed.
- Keyed alike installs. Verify all locks share the same key code before deploying across your site.
