Light poles have a small, removable cover that provides access to the internal wiring. Standard covers are held on by a single exposed bolt — any thief with a wrench can remove one in under a minute and walk off with the copper wire inside.
The EMT Keyed Hand Hole Cover secures flat-opening light poles with a proprietary keyed bolt that isn’t available to the public — no puck lock, no external hardware, just a clean, low-profile cover that seats flush against the pole exterior. The same internal bracket system as the Hand Hole Lock line, built from 1/8″ steel, installs in minutes with only the included keyed driver.
Material: Powder-coated steel | Warranty: Limited Lifetime | In-stock items ship in 1 business day

Why Copper Thieves Target Light Poles
Standard hand hole covers are designed for code compliance, not security. Any thief with a wrench can remove one in under a minute. The EMT Keyed Hand Hole Cover replaces that weak point with a steel security cover that requires a proprietary keyed bolt to remove — a bolt not available to the public. No standard tool interface, nothing for a thief to work with. A single theft incident can run $1,000–$2,000+ to repair. One cover stops that.
How It Works
An internal backing bracket slides into the pole opening. A proprietary keyed bolt — similar in principle to a locking wheel hub — draws it tight against the inside wall. The cover plate seats flush against the pole exterior, leaving no standard tool interface exposed. Without the correct keyed driver, the bolt cannot be removed.

Who Uses It
- Municipalities & Public Works — Low-profile security across streetlight networks with no puck lock hardware to manage.
- Electrical Contractors — Fast install, simple keying system, no callbacks. A practical deterrent where puck lock complexity isn’t needed.
- Property & Facility Managers — Clean, unobtrusive cover for parking lot and perimeter lighting across single or multi-site portfolios.
- DOT & Traffic Departments — Straightforward proprietary bolt security for signal and roadway poles.
- Electrical Distributors — An accessible entry-level security SKU suitable for large-scale deployments.

How to Measure Your Hand Hole
This product only requires one measurement — the external opening dimension. The cover seats over the outside of the pole, so only the outer size matters.
Measure the widest width and tallest height of the hand hole opening across the outside edge of the frame. Match this to the External Dimension column in the table above to find your SKU.

Important note for obround openings: If your hand hole has rounded corners, measurements alone may not guarantee a perfect fit. For best results, send your existing cover with hardware to 1745 W Deer Valley Rd, Suite 110, Phoenix, AZ 85027 or email photos and measurements to info@endmetaltheft.com before ordering.

What is a keyed hand hole cover and how does it work?
A hand hole is the small access opening near the base of a light pole used by electricians to connect wiring. Standard covers are typically secured with an exposed bolt that anyone with a basic wrench can remove. The keyed hand hole cover replaces that standard cover with a steel plate secured by a proprietary keyed bolt — similar in principle to a locking wheel hub on a vehicle. The bolt requires a specific key to engage and remove, and that key is not available publicly or through general hardware suppliers.
How is this different from the Hand Hole Lock with puck lock?
The keyed hand hole cover uses a proprietary keyed bolt as its security mechanism — there is no external puck lock. The bolt head requires a specific key driver to remove, leaving no standard tool interface exposed on the outside. The Hand Hole Lock with puck lock provides a higher level of visible security with a shrouded steel housing and a separate puck lock. Both use the same internal bracket system and 1/8″ steel plate. The keyed cover is the right choice where a lower-profile, simpler keying system is preferred. For higher-risk environments, the Hand Hole Lock Standard or Hand Hole Lock Heavy Duty provides a greater level of deterrence.
Will this keyed hand hole cover fit my light pole?
The keyed hand hole cover is designed for light poles with flat (non-curved) hand hole openings. Match your external opening measurement to the SKU table above to find your correct size. If your size isn’t listed, custom fabrication is available. Still unsure? Call us at 480.745.3999 — we’ll confirm fit before you order.
How difficult is installation?
Installation is straightforward and typically takes under 10 minutes with no special tools required beyond the included keyed driver. The internal bracket slides through the hand hole opening, the keyed center bolt tightens it against the inside wall of the pole, and the cover seats flush against the exterior. Full instructions ship with every order.
Are all keyed hand hole covers keyed the same?
Yes — all standard keyed hand hole covers currently use the same proprietary key. This simplifies key management across multi-pole and multi-site deployments. If your application requires a completely different keyed bolt — for example, to maintain separation between sites — contact EMT directly at 480.745.3999 or info@endmetaltheft.com to discuss options.
What if I need a replacement key or bolt?
Replacement keys and bolts are not sold publicly. Contact EMT directly at 480.745.3999 or info@endmetaltheft.com to request replacement hardware. This restriction is intentional — keeping the keyed bolt out of public circulation is what makes the system effective.
How long will the keyed hand hole cover last outdoors?
The 1/8″ steel construction with powder-coated finish effectively resists rust, corrosion, and UV exposure. Every unit carries a Limited Lifetime Warranty against manufacturing defects. For best long-term performance, annual inspection as part of routine pole maintenance is recommended.
What is the lead time for standard in-stock sizes?
Most standard SKUs ship within 1 business day from our Phoenix, AZ facility. Custom sizes require approximately 6–8 weeks from the time of order confirmation.

Not the Right Fit?
If your pole has a curved or round body, see the Curved Hand Hole Lock. If you need a higher level of security with a shrouded puck lock housing, step up to the Flat Hand Hole Lock Standard or Flat Hand Hole Lock Heavy Duty. Not sure? Call 480.745.3999 or request a quote.
The Keyed Hand Hole Cover installs in minutes with the included keyed driver. No drilling, no welding, no specialty equipment required.
What’s Included
- Steel cover plate (1/8″ thick, powder-coated)
- Oversized internal backing bracket
- Extra-long stainless-steel keyed center bolt
- Proprietary keyed driver
Tools Required
- Screwdriver with keyed driver insert (included)
Installation Steps
- Remove the existing cover. Unscrew and remove your current hand hole cover and hardware.
- Attach the bracket to the cover plate. Insert the keyed center bolt through the cover plate and get the thread started on the internal backing bracket. Note: the bracket threads onto the bolt from the small side — not the larger opening. Installing the bracket backwards will pop the PEM nut loose.
- Work the assembly into the opening. With the cover plate and bracket connected via the bolt, maneuver the bracket through the hand hole opening into the inside of the pole.
- Seat and tighten. Hold the cover plate flush against the pole exterior and tighten the keyed bolt using the included driver until the bracket pulls tight against the inside wall. Do not overtighten — firm and flush is the target.
- Confirm the bolt is fully seated. The bolt head is now fully concealed with no standard tool interface exposed.
Important Notes
- Confirm fit before installing. Verify the cover seats flush against the pole exterior with no gaps before fully tightening. If it doesn’t seat properly, stop and call us at 480.745.3999 before proceeding.
- Flat poles only. If your pole has a curved or round body at the hand hole opening, order the Curved Hand Hole Lock instead.
- Concrete and aggregate poles. The extra-long keyed bolt accommodates thicker pole walls — no modification or additional hardware needed.
- Use only the included keyed driver. Using standard tools can damage the bolt head and make removal difficult. If you need a replacement driver, call 480.745.3999.
- Store the keyed driver securely. It’s the only tool that can remove this cover — treat it accordingly.
