How the Tamper-Resistant Cover Works
The EMT Hand Hole Cover replaces a standard access cover with a steel plate secured by an internal bracket and a tamper-resistant bolt.
The bracket passes through the hand hole opening. Tightening the bolt draws the bracket against the inside of the pole and holds the cover against the exterior seating surface. The matching security bit engages the bolt for installation and removal.
This model uses a specialty security-bit fastener rather than the keyed model’s proprietary bolt. It does not use a separate puck lock. It offers a practical way to help discourage casual tampering while allowing maintenance personnel to service the opening with the correct tool.

How to Measure Your Hand Hole Opening
Before ordering, measure your hand hole opening’s outside width and height and confirm its shape. These tamper plates do not have slide stops, so internal dimensions are not needed for size selection.

Tools Required
Use the matching security bit with an appropriate handle or tool, along with any tools needed to remove the existing cover.
Installation Steps
- Remove the existing cover. Remove the current hand hole cover and its mounting hardware.
- Attach the bracket. Insert the tamper-resistant bolt through the cover plate and start threading it into the internal bracket. The bracket threads onto the bolt from the small side. Follow the installation diagram; incorrect orientation can dislodge the threaded fitting.
- Position the assembly. With the bracket loosely attached, maneuver it through the opening and into the pole.
- Seat and tighten. Hold the cover flush against the seating surface. Fully engage the matching security bit with the bolt and tighten until the bracket holds the cover securely. Do not overtighten.
- Check the installation. Confirm the cover is seated and secure, then remove and store the security bit for future service.
Confirm Fit and Use the Correct Bit
If the cover does not seat flush or the bracket does not engage properly, stop and contact EMT. Use the matching security bit to avoid damaging the bolt interface.
