Light poles have a small removable cover near the base that gives access to the wiring inside. The factory cover offers no real security — any thief with a standard wrench can remove one in under a minute and walk off with the copper wire inside.
The EMT Tamper Resistant Hand Hole Cover is a cost-effective first line of defense for flat-opening light poles. Built from 1/8″ steel with a heavy-duty internal bracket, it replaces the flimsy factory cover with a heavier steel alternative secured by a tamper-resistant bolt that requires a specialty security bit to remove. It won’t stop a determined professional — but it stops the casual opportunist looking for the easiest target on the block.

Why Copper Thieves Target Light Poles
Most light poles ship from the factory with a thin cover held on by a single standard bolt — any thief with a wrench can remove it in seconds. The EMT Tamper-Resistant Hand Hole Cover is a direct, cost-effective upgrade over that factory cover. Heavier steel, heavier bracket, and a larger stainless-steel tamper-resistant bolt that requires a specialty bit to remove. It won’t stop a determined professional — but it stops the casual opportunist looking for the easiest target on the block. A single theft incident can run $1,000–$2,000+ to repair. One cover changes that calculus.
How It Works
An internal backing bracket slides into the pole opening. A large stainless-steel tamper-resistant bolt draws it tight against the inside wall. The bolt head requires a specialty security bit to engage — not a standard flathead, Phillips, or hex driver. The goal is simple: make your poles more time-consuming to access than the unprotected ones nearby.
For higher-risk environments, step up to the Hand Hole Lock Standard with a concealed puck lock, or the Hand Hole Lock Heavy Duty for maximum resistance.

Who Uses It
- Municipalities & Public Works — Upgrade an entire streetlight network from factory covers to tamper-resistant steel at a price point that makes full-site deployment practical.
- Electrical Contractors — A practical upgrade for jobs where the customer wants better security over the factory cover but the site risk doesn’t justify a full puck lock system.
- Property & Facility Managers — Secure parking lot and perimeter lighting across large portfolios without the per-unit cost of a locking cover system.
- DOT & Traffic Departments — An entry-level security upgrade for lower-risk signal and roadway poles where a tamper-resistant bolt provides meaningful deterrence.
- Electrical Distributors — A high-volume accessible SKU and a natural stepping stone to the Hand Hole Lock line.

How to Measure Your Hand Hole
This product only requires one measurement — the external opening dimension. The cover seats over the outside of the pole, so only the outer size matters.
Measure the widest width and tallest height of the hand hole opening across the outside edge of the frame. Match this to the External Dimension column in the table above to find your SKU.

Important note for obround openings: If your hand hole has rounded corners, measurements alone may not guarantee a perfect fit. For best results, send your existing cover with hardware to 1745 W Deer Valley Rd, Suite 110, Phoenix, AZ 85027 or email photos and measurements to info@endmetaltheft.com before ordering.

What is a tamper-resistant hand hole cover, and what does it protect against?
A hand hole is the small access opening near the base of a light pole used by electricians to connect wiring. Standard factory covers are typically thin metal secured with a common bolt. As a result, anyone with a basic wrench or screwdriver can remove them in seconds.
The tamper-resistant hand hole cover replaces that factory cover with a heavier 1/8″ steel plate and a larger stainless-steel bolt. Additionally, a heavy-duty internal bracket holds everything securely in place. The bolt requires a specialty security bit to remove — designed to deter casual opportunists and make your poles a harder, more time-consuming target than unprotected poles nearby.
How is this different from the Hand Hole Lock?
The tamper-resistant cover is the entry-level product in the EMT security ladder. It uses a tamper-resistant bolt that requires a specialty bit — a meaningful upgrade over a standard cover. However, that bit is available at hardware stores. In contrast, the Hand Hole Lock Standard steps up to a concealed puck lock with a shrouded steel housing, eliminating the exposed bolt entirely. Furthermore, the Hand Hole Lock Heavy Duty adds a 1/4″ thick plate and reinforced bracket for maximum resistance in high-theft environments. Therefore, if your location has experienced repeated theft or aggressive tampering, we recommend upgrading to the Hand Hole Lock Standard or Hand Hole Lock Heavy Duty.
Will this tamper-resistant hand hole cover fit my light pole?
The tamper-resistant hand hole cover is designed for light poles with flat (non-curved) hand hole openings. Simply match your external opening measurement to the SKU table above to find your correct size. If your size isn’t listed, custom fabrication is available. Still unsure? Call us at 480.745.3999 — we’ll confirm fit before you order.
How difficult is installation?
Installation is straightforward and typically takes under 10 minutes. First, the internal bracket slides through the hand hole opening. Next, the tamper-resistant center bolt tightens against the inside wall using the included security bit driver. Finally, the cover seats flush against the exterior. Full instructions ship with every order.
What tool is needed to install and remove the cover?
The tamper-resistant bolt requires a specialty security bit driver to install and remove. The correct driver ships with every order. Additionally, the security bit is available at most hardware stores — which is why this product is positioned as an entry-level deterrent. It significantly raises the bar over a standard cover while remaining practical for electricians and maintenance crews to service in the field.
How long will the tamper-resistant hand hole cover last outdoors?
The 1/8″ steel construction with powder-coated finish effectively resists rust, corrosion, and UV exposure. Furthermore, every unit carries a Limited Lifetime Warranty against manufacturing defects. For best long-term performance, annual inspection as part of routine pole maintenance is recommended.
What is the lead time for standard in-stock sizes?
Most standard SKUs ship within 1 business day from our Phoenix, AZ facility. However, custom sizes require approximately 6–8 weeks from the time of order confirmation.
Who makes this product?
End Metal Theft manufactures the tamper-resistant hand hole cover at its facility in Phoenix, AZ. Furthermore, EMT specializes in theft-prevention products for commercial and municipal electrical infrastructure — designed by tradespeople and built for the field.

The Tamper Resistant Hand Hole Cover installs in minutes with the included security bit driver. No drilling, no welding, no specialty equipment required.
What’s Included
- Steel cover plate (1/8″ thick, powder-coated)
- Oversized internal backing bracket
- Extra-long stainless-steel tamper-resistant center bolt
- Security bit driver
Tools Required
- Security bit driver (included)
Installation Steps
- Remove the existing cover. Unscrew and remove your current hand hole cover and hardware.
- Attach the bracket to the cover plate. Insert the tamper-resistant center bolt through the cover plate and get the thread started on the internal backing bracket. Note: the bracket threads onto the bolt from the small side — not the larger opening. Installing the bracket backwards will pop the PEM nut loose.
- Work the assembly into the opening. With the cover plate and bracket connected via the bolt, maneuver the bracket through the hand hole opening into the inside of the pole.
- Seat and tighten. Hold the cover plate flush against the pole exterior and tighten the bolt using the included security bit driver until the bracket pulls tight against the inside wall. Do not overtighten — firm and flush is the target.
- Confirm the cover is seated. Check that the cover plate sits flush with no gaps around the edges. Installation is complete.
Important Notes
- Confirm fit before installing. Verify the cover seats flush against the pole exterior with no gaps before fully tightening. If it doesn’t seat properly, stop and call us at 480.745.3999 before proceeding.
- Flat poles only. If your pole has a curved or round body at the hand hole opening, order the Curved Hand Hole Lock instead.
- Concrete and aggregate poles. The extra-long bolt accommodates thicker pole walls — no modification or additional hardware needed.
- Keep the security bit driver accessible. You’ll need it for future removal during maintenance. Store it with your pole maintenance kit.
