Help deter copper wire theft with the EMT Heavy-Duty Flat Hand Hole Lock. A 1/4″ powder-coated steel cover, reinforced internal bracket, and 3/8″ stainless-steel mounting bolt provide heavier construction for locations facing repeated theft or tampering. The included puck lock conceals the mounting bolt to restrict unauthorized access.
Designed for hand hole openings with a flat seating surface. Choose the rectangular or obround configuration that matches your opening, and verify dimensions before ordering.
Measure before ordering: Measure your hand hole opening, then compare your measurements with the dimension images in the product gallery for your selected size. See How to Measure below, or contact us for help confirming fit.

How the Heavy-Duty Hand Hole Lock Works
The EMT Heavy-Duty Flat Hand Hole Lock replaces a standard access cover with a locking steel cover that helps protect light pole wiring.
The reinforced bracket passes through the opening. Tightening the 3/8″ stainless-steel bolt draws the bracket against the inside of the pole and holds the cover against the exterior seating surface. The puck lock then conceals the bolt head to restrict unauthorized removal.
This model uses a 1/4″ steel plate, compared with the standard model’s 1/8″ plate. It is an option for sites seeking heavier construction where theft or tampering is an ongoing concern.
Correct fit matters: the cover must seat flush, and the opening must provide enough clearance for the bracket and slide stops.
How to Measure Your Hand Hole Opening
Before ordering, measure the outside edges and the clear space inside your hand hole opening. Record each set of measurements as width × height.
Step 1 — External Dimension (outside the opening)Measure the widest width and tallest height across the outside edges of the hand hole frame.

External Width

External Height
Step 2 — Internal Dimension (inside the opening)Measure the narrowest clear width and shortest clear height inside the frame. Account for welds, lips, or other obstructions that reduce the available space. The reinforced internal mounting bracket must pass through this opening during installation.

Internal Width

Internal Height
Step 3 — Choose Your Size, Match the Shape, and Confirm FitFirst, use your opening’s outermost width and height to find the matching heavy-duty SKU. The dimensions in the SKU represent the outside dimensions of the hand hole opening.
Next, confirm that your opening’s shape matches the product. Standard heavy-duty sizes on this page are rectangular. For obround or other shapes, contact EMT about a custom cover. Confirm the cover has a flat seating surface around the opening.
Once you find the matching size and shape, compare your opening’s internal measurements with the slide-stop dimensions shown in the heavy-duty product gallery graphic. Do not choose a product based on the outside dimensions alone.
Ideally, the slide-stop dimensions should be approximately 1/4″ smaller than the corresponding internal opening dimensions.
- Slide stops too large? EMT will need to modify them to fit your opening.
- Slide stops more than 1/4″ smaller than the opening? EMT will provide spacers to ensure a proper fit.
Rounded Corners or Obround Openings
Width and height alone may not confirm a proper fit because corner shapes can vary. Email photos and measurements to info@endmetaltheft.com before ordering if your opening has rounded corners, is obround, or does not match the product shape.

What makes the heavy-duty model different?
The heavy-duty model uses a 1/4″ steel cover, compared with the standard model’s 1/8″ cover. It also includes a reinforced internal bracket and a 3/8″ stainless-steel mounting bolt.
Will this fit my light pole?
Use your opening’s outside dimensions to find the matching heavy-duty SKU, then confirm the shape and compare your internal measurements with the slide-stop dimensions in the product gallery. The cover needs a flat seating surface. Follow the How to Measure instructions above or contact EMT before ordering.
Is the puck lock included?
Yes. The product includes an EMT puck lock with two keys, a heavy-duty cover plate, a reinforced bracket, and a mounting bolt.
Can multiple locks use the same key?
Keyed-alike options are available. Contact EMT when ordering to arrange matching locks for your property or fleet.
Can I order a custom size or shape?
Yes. Send EMT your opening measurements, photos, quantity, and finish requirements. We will review the application and confirm available options and lead time.
Does it prevent all theft?
No lock guarantees protection against every attack. This design conceals the mounting bolt and restricts access to help make unauthorized removal more difficult.
When will my order ship?
In-stock items typically ship within one business day. Contact EMT to confirm availability and the current lead time for custom orders.
What warranty is included?
The product carries a Limited Lifetime Warranty against manufacturing defects. Contact EMT for warranty terms or assistance.
Heavy-Duty Protection for Light Pole Access Openings
Consider this model for locations facing repeated theft or tampering, including:
- Streetlights and roadway lighting
- Parking lots and commercial properties
- Parks, campuses, and sports facilities
- Industrial and warehouse exterior lighting
Check the surface around the opening—not just the overall pole shape. The cover must sit flush, and the reinforced mounting bracket and slide stops must fit correctly.
Have a curved seating surface? Contact EMT for help choosing the appropriate cover.
For the lighter construction option, see our Standard Flat Hand Hole Lock.
Install using the supplied cover, reinforced internal bracket, mounting bolt, and puck lock. Follow the assembly guide for correct bracket orientation.
What’s Included
- 1/4″ powder-coated steel locking cover
- Reinforced internal backing bracket
- 3/8″ stainless-steel mounting bolt
- EMT puck lock with two keys
Tools Required
Use a suitable wrench or socket for the mounting bolt, tools to remove the existing cover, and the supplied puck lock key.
Installation Steps
- Remove the existing cover. Remove the current cover and its mounting hardware.
- Attach the bracket. Insert the mounting bolt through the cover plate and start threading it into the reinforced bracket. The bracket threads onto the bolt from the small side. Follow the installation diagram; incorrect orientation can dislodge the threaded fitting.
- Position the assembly. With the bracket loosely attached, maneuver it through the opening and into the pole.
- Seat and tighten. Hold the cover flush against the seating surface. Tighten until the bracket holds it securely. Do not overtighten.
- Secure the puck lock. Fit the lock over the bolt head and secure it with the supplied key.
Confirm Fit Before Tightening
If the cover does not seat flush or the slide stops do not fit correctly, stop and contact EMT. For keyed-alike orders, check that the intended key operates every lock before installation.
